A seven-part series on the city of Shanghai, seven years after its designation as a special economic zone in 1992. Attracting local and foreign investment on a massive scale, property prices now outstrip Tokyo and the city's economic boom attracts millions of peasants from the surrounding countryside. With this frenzy of investment comes crime, corruption and the establishment of large-scale drug syndicates.

Seen as a follow up to director/ producer Phil Agland's earlier seven-part series on China - Beyond the Clouds.
