Highly controversial investigation into the shooting dead of three IRA terrorist suspects by British security forces in Gibraltar. The programme was transmitted by Thames TV on the ITV current affairs strand This Week. It was supported by the IBA despite immense pressure and outrage from the Government and sections of the press, and was then subject to an enquiry by Lord Windlesham which largely exonerated it. Subsequently cited by some as one of the main reasons for the Thatcher Government's changes to the ITV structure in the 1990 Broadcasting Act, under which Thames lost their franchise.
