Synopsis:

Through sound and image, William Raban said, he was trying to see how far it was possible to construct meaning. In this film Raban aims to show the effects which building the Limehouse Road Link through a highly populated area has had. A13 is the second part of Raban's visually dramatic trilogy that investigates the social and architectural structures of London's East End.
