Although a contemporary of the filmmakers at the EMB and GPO film units, Rotha was only ever tenuously connected with them. Indeed, Basil Wright says of his relationship with Grierson that they were in a state of continuous unarmed combat and that Rotha himself was a lone wolf. With a background in theatre design and art direction for features, Paul Rotha was a filmmaker and intellectual. As one of the earliest British intellectuals writing academically on film, he built a substantial body of work, yet his contributions as producer and director are less well-known. A committed Socialist, his films are much more overtly political than work produced under Grierson, and his associations with independent groups such as Strand Films and his own Paul Rotha Productions, attest to a world of British documentary beyond Grierson's sphere of influence.
